AI and the New Balance of World Power

AI will not simply make one country stronger. It will rearrange the foundations of power: compute, chips, energy, military autonomy, financial control, language, standards and institutional trust.

World power has always followed the commanding technologies of its age. The empires of sail depended on navigation, shipbuilding and ports. The industrial powers depended on coal, steel, railways and factories. The Cold War depended on nuclear physics, aerospace, computers and command systems. AI is entering that lineage, but with an unusual feature: it is at once a technology of production, surveillance, military planning, scientific discovery and cultural influence.

That breadth makes AI different from a single weapon or sector. A state that uses AI well may accelerate drug discovery, automate bureaucracy, improve logistics, strengthen intelligence analysis, harden cyber defence and increase productivity. A state that uses AI badly may centralize error, intensify surveillance, displace trust and build brittle systems that fail at scale.

The first layer of power is compute. Training and deploying frontier systems requires advanced chips, memory, networking and data-centre capacity. This gives semiconductor supply chains strategic significance comparable to oil in the twentieth century. But unlike oil, the key bottlenecks are accumulated industrial knowledge: lithography, design software, fabrication expertise, packaging and talent networks.

The second layer is energy. AI competition will reward countries that can build reliable, affordable and politically acceptable power. Nuclear, renewables, gas, transmission lines and data-centre permitting become part of national AI strategy. A model may be digital, but the statecraft behind it is electrical.

The third layer is data and language. English-language systems currently benefit from the density of English digital text, scientific publishing and global business use. But power is also cultural. If AI mediates education, translation, search, entertainment and administration, then the languages and values embedded in systems matter.

Military power is the most dangerous layer. AI can shorten decision cycles, improve targeting, analyse sensor data and coordinate autonomous systems. The strategic risk is speed without wisdom. Nuclear history taught states to fear accidental escalation and compressed warning times. AI may create similar pressure in cyber conflict, drone warfare and intelligence interpretation.

History suggests that technological power becomes durable only when joined to institutions. The Soviet Union had brilliant science and formidable weapons, but its political economy struggled to turn information into adaptive prosperity. The United States built power from universities, capital markets, immigration, standards, alliances and a consumer base. China is building its own model through state capacity, industrial policy and scale. AI will test all three traditions.
